Despite improvements in software and IT processes, approximately 30-70% of IT projects fail. They are late, over budget, or don't meet planned requirements. Attempts to rectify failing projects are often directed at improving processes. While this can help, it does not address the root causes of failure, and therefore the fundamental reasons for failure remain.
In this paper, we examine the roots of IT project failure, which live in the gap that exists between the business strategists who define the project and the technology organization that implements it.
